I am a 16 year old girl, I started having mild off and on cramps 11 days ago (before period supposed to start), I’m 1 day late and my discharge is like zero to gone, I had a encounter but there was ZERO penetration, only pre cum, and nothing got inside, it’s like I’m having period cramps without blood, is this PMS or is it something else..?

What you’re describing most likely fits normal premenstrual symptoms (PMS) rather than anything serious.
Mild cramps starting before the period, headaches, and even a sudden drop in discharge can all happen due to hormonal changes just before your period starts. Being 1 day late at age 16 is very common, because cycles can still be irregular, especially with stress or routine changes.
From what you described, pregnancy is extremely unlikely. Without penetration and no semen entering the vagina, the risk is close to zero—even if there was pre-ejaculate.
The “cramps without bleeding yet” usually just means your period is about to start but hasn’t begun. Stress can delay it by a few days and also reduce discharge.
Give it a few more days. In the meantime, stay relaxed, hydrated, and you can use a warm compress for cramps. If your period doesn’t come within about a week, or if you develop strong pain or unusual symptoms, then it would be reasonable to check further—but right now this sounds like a normal delayed cycle.
